Planned development within this project (2007-2011)
Within the SEMS project there will be the step by step implementation of the results of the previ-ous networking, organizing, master planning and pilot installations on the already existing base of resources, know-how, experts and awareness for large scale integration in the city of Tulln. Through SEMS the already existing local network will be enlarged and consolidated by a new institution, which will build the new local ESCO. This institution has already been founded and will be in charge of optimizing all energy and material flows in Tulln. Within SEMS the integration of old and new energy saving campaigns and old and new power and heat plants will be com-pleted.
One of the energy efficiency measures within SEMS will be the insulation of buildings which are not insulated yet and are connected to the biomass district heating system. This measure will enable the connection of more buildings to the grid without increasing the biomass heating plant.
Plant oil units and pellet-solar combinations will be installed. All these measures are based on a large scale energy efficiency and energy saving campaign. Private households will be involved in the campaigns as well as farmers, commercial areas and research institutes.
Besides the SEMS participants there will be a very close co-operation with the local public utility, the EVN, which will also bring in its know-how and support in the field of planning and imple-mentation of biomass CHP.
Within SEMS there will be an offensive, coordinated work for improving and specifying aware-ness including training courses for different target groups, information campaigns, public relation strategies and the modern energy park of the LFS Tulln.
The expected reduction of CO2 emissions by the end of the SEMS project period is about 10.000 t per year. Energy from renewable sources will make up more than 45% of the total en-ergy supply. Through SEMS Tulln will become the stronghold and competence centre for inte-grating energy efficiency and renewable energy sources in a mid sized city.
Mid-term perspective (2016)
Due to the development towards a ‚ÄúSustainable Energy City‚ÄĚ and the target to achieve a 100 percent renewable energy supply, Tulln is leading the way in the region Lower Austria and will be multiplier for suitable and feasible technologies as well as for new management and financ-ing concepts in the field of renewable energy use and energy savings.
As Tulln is a well known city in lower Austria and as the cities association for waste disposal (GVA) is already servicing ten more communities in the field of waste management the exten-sion of SEMS strategies to more communities definitely will be prepared within DEMS.
After SEMS, Tulln will be a role model concerning energy and material flow management policy on provincial level in Lower Austrian.
The network of key persons and actors will work in a well co-ordinated way with the ESCO Tulln as central point. After the SEMS project the ESCO Tulln will be well established and integrated into all relevant energy topics within the community and beyond.
In Tulln renewable energies from agricultural sources will be increasingly dominant in the energy mix.
A concrete target is to convert 10 percent of passenger/commercial vehicles, tractors and trucks till 2012 and to integrate garages in connection with guarantee.
Financing institutions, politicians and SME will be active in developing ever more efficient tools for improving the regional material flows because of the potential business hidden behind.
